Zhang Xiaolin, Deputy Minister of the Beijing Municipal Sub-center Project Construction Management Office (Recommended by the Beijing Municipal Working Committee of Organs Directly under the CPC)

Zhang Xiaolin, born in November 1978, is of Han Nationality and holds a master’s Degree. She is a member of the Communist Party of China and currently serves as the Vice-minister of the Beijing City Sub-center Project Construction Management Office. Zhang has focused on monographic studies of project construction demands, collaborating with various parties to develop the administrative office area of the sub-center as a green and low-carbon demonstration area. The new office building achieved a 100% green construction three-star rating and has pioneered the construction of a "double-zero" building, emphasizing zero energy consumption and zero carbon emissions. The project features the world's largest geothermal energy "two-energy" utilization system, which saves 22,000 tons of standard coal annually, resulting in a reduction of 48,000 tons of carbon emissions. Zhang has also promoted and applied innovative management models developed during the construction of the sub-center project, such as on-site supervision and the architect responsibility system, in major municipal projects. These initiatives provide government investment projects with a referential and replicable standard for the sub-center. Zhang has been honored with the Medal of March 8th Red-Banner Pacesetters of Beijing for her contributions.
