Luo Lan, Deputy Chief Judge of the Criminal Division at the Dongcheng District People’s Court of Beijing. 

With 16 years of experience on the front line of adjudication, Luo Lan has participated in the handling of more than 2,000 cases. She has adjudicated many widely noted cases, including China’s first case using the crime of illegal business operations to address the disorder of “illegal one-day tours,” Beijing’s first case involving infringement of the reputation and honor of heroes and martyrs, as well as cases concerning illegal ticket scalping at the National Museum of China, bid-rigging involving 18 individuals, and online sexual exploitation of minors. She has been successfully awarded honors such as National Pacesetter in Women’s Achievement, National Model Judge for Case Handling, and Advanced Individual in Juvenile Legal Education.

She founded the public legal education initiative “Protect Youth for the Future with Lan, and has organized annual seminars on campus safety risk prevention and control for three consecutive years, releasing annual representative cases. Thanks to her active efforts, the Dongcheng District People’s Court has jointly signed agreements on judicial protection for minors with multiple agencies, working together to build a comprehensive protection framework for minors.

As the leader of the “Lan Volunteer Legal Education Party Group,” Luo Lan has carried out more than 400 volunteer legal outreach activities, conveying the voice of the rule of law in ways that are understandable and engaging for children and the general public.

During the nationwide campaign to combat and rectify elder fraud, she successfully concluded fraud cases involving more than 90 elderly individuals. She developed a prevention framework summarized as “five types of scams, three key tactics, and four layers of safeguards,” which was selected as a representative case in Beijing courts’ crackdown on elder fraud crimes. The Guide to Anti-Fraud for All, compiled by her and her team, was included in the Best Books to Read recommended list and has become a “handbook for fraud prevention” for seniors.
