The Beijing Fangshan District Urban Management Command Center is responsible for district‑wide “respond‑to‑appeals” services and grid‑based governance. In recent years, the Center has taken on major responsibilities within the integrated “hotline + grid” system, maintaining round-the-clock operations 24 hours a day, 365 days a year.
Treating the most urgent concerns of the district’s 1.31 million residents as top priorities, the Center has continuously improved grassroots governance through dedication, efficiency, and perseverance.
In 2025, Fangshan District handled 371,000 public service requests through the “immediate response to public complaints” mechanism, achieving a resolution rate of 96.65% and a satisfaction rate of 96.79%. Grid-based governance proactively identified 479,000 issues, representing an increase of 126%, while achieving an on‑time completion rate of 99.2%, ranking among the top districts citywide.
The Center has pioneered mechanisms such as “weekly must‑handle” precision scheduling, work-order responsibility confirmation, and data analysis and early-warning systems. These measures have enabled proactive governance by addressing problems before complaints arise, and many of these practices have been promoted across the city as model approaches.
The Center also upholds Party-building leadership as its guiding principle, using the “Five Actions, Five Micros” working method to unite and strengthen the team and conducting diverse themed Party Day activities to cultivate a strong and disciplined work style. It has successively received honors including “Beijing March 8th Red-Banner Collective,” “Capital Civilized Unit,” and “Fangshan District Advanced Grassroots Party Organization.”
