Beijing Municipal Working Committee on Children and Women Convenes Plenary Session

The Beijing Municipal Working Committee on Children and Women held its 2024 plenary (enlarged) session on November 28. Xia Linmao, Member of the Standing Committee of Beijing Municipal Committee of the Communist Party of China (CPC), Executive Vice-Mayor of Beijing and Director of the Beijing Municipal Working Committee on Children and Women, attended and addressed the ceremony. Wu Jiliang, Deputy Secretary-General of Beijing Municipal People's Government and Vice-Director of the Beijing Municipal Working Committee on Children and Women, presided over the meeting.

Zhang Yajun, Director of the Office of the Beijing Municipal Working Committee on Children and Women and President of Beijing Women's Federation (BWF), conveyed the key points of the second plenary session of the National Working Committee on Children and Women under the State Council and presented a work report on the capital city's efforts and achievements in the protection of the lawful rights and interests of minors. Officials from the municipal-level departments of education, health and civil affairs exchanged their relevant work.

Xia noted that all districts and departments shall grasp a deep understanding of the importance of the work on women and children, strengthen their sense of responsibility and urgency, remain pragmatic and proactive, and take concrete efforts to enhance the sense of fulfillment, happiness and security among women, children and their families. Firstly, efforts should be made to strengthen the protection of and caring for minors, step up the prevention and control of juvenile crimes, and provide disadvantaged children with assistance. Secondly, efforts should be taken to accelerate the building of a child-friendly city, improve the children-first development mechanism, scale up policy and service availability, and expand the activity venues for kids. Thirdly, efforts should be taken to increase the health level of women and children, improve maternal and infant health services, build an integrated working mechanism for students' mental health at different ages, and enhance the family-school-society-hospital coordination services. At last, efforts should be taken to help women achieve self-development, promote their employment and entrepreneurship, eliminate gender discrimination at the workplace, and strengthen the protection of women's lawful rights and interests from the source.

Xia asked all districts and departments to adhere to the leadership of the Party, strengthen political guidance, and improve the working mechanism for women's and children's affairs. The municipal working committee on children and women should earnestly fulfill its responsibilities for organization, coordination, guidance and supervision, while its office should actively engage in communication and service. Member units of the committee should firmly establish the sense of "playing as a team," with each unit carrying out its duties on the basis of cooperation.

They shall give priority to investigation, undertake coordination and planning, address key and thorny issues, take holistic approaches to ensure the completion of all specific tasks and objectives in the city's outlines for women's and children's development in the 14th Five-Year Plan period (2021-2025), and begin drafting the outlines for women's and children's development in the 15th Five-Year Plan period (2026-2030), said Xia.
