“Build Dreams with a Childlike Heart for a Friendly Beijing”: Beijing Unveils 2025 Achievements in Building a Child-Friendly City

On the morning of November 18, the 2025 Beijing Child-Friendly City Achievements Release and Showcase Event was held at the Beijing Planning Exhibition Hall. The event was jointly hosted by the Office of the Beijing Municipal Working Committee on Women and Children, the Beijing Municipal Commission of Development and Reform, the Beijing Municipal Commission of Planning and Natural Resources, the Beijing Municipal Commission of Housing and Urban-Rural Development, and the Beijing Municipal People’s Procuratorate. Representatives from the Office of the Working Committee on Women and Children of the State Council, the Social Affairs Department of the National Development and Reform Commission, and municipal and district-level departments and commissions for women and children, development and reform, planning and natural resources, and housing and urban-rural development also attended the event.

Building a child-friendly city not only relates to the healthy development of children but also reflects a city’s level of civilization and governance effectiveness. In 2023, 23 municipal departments issued an implementation plan for constructing a child-friendly city. Dongcheng, Xicheng, and Haidian districts were approved as national pilot areas. This year, Beijing as a whole was included in the fourth batch of national child-friendly cities, establishing an overall framework of “one layout, three synchronizations, and five dimensions of friendliness.” The plan sets out 22 focus areas and 377 tasks. Guided by the principles of citywide implementation, pilot-first exploration, coordinated progress, and diversified participation, Beijing has worked to deepen public awareness of child-friendly concepts and has achieved initial progress.

To promote coordinated citywide progress and encourage broad social participation, the Office of the Beijing Municipal Working Committee on Women and Children, together with the Municipal Commission of Development and Reform, the Municipal Commission of Planning and Natural Resources, and the Municipal Commission of Housing and Urban-Rural Development, launched the “2025 Collection and Promotion of Outstanding Cases of Child-Friendly Spaces and Children’s Observation Groups in Beijing” initiative. Districts across the city submitted more than 420 cases in four categories: covering child-friendly blocks, communities, activity bases, and children’s observation groups. These examples have produced replicable experiences and practical outcomes, serving as models that can be scaled up across the city.

At the event, representatives from Zhongguancun Subdistrict in Haidian District, Zhonggu Community in Dongcheng District, the “Fostering Dreams in Chaoyang” child-friendly space in Chaoyang District, and the Dashilar Responsible Planning Team in Xicheng District shared their experiences and practices under the themes including “Colorful Kenan Road: Co-creating a Child-Friendly Block,” “Building Child-Friendly Communities Through Nature-Inspired Aesthetic Education Spaces,” “Towards the Future with Children: Renewal that Supports Growth,” and “Planning with a Child’s Heart: Co-Designing Dashilar.”

During the program, Ge Lu, Deputy Director of the Ninth Procuratorial Department of the Beijing People’s Procuratorate, released the Guidelines on Fully Leveraging Juvenile Procuratorial Functions to Support Child-Friendly City Development, providing a more supportive legal environment and services for children’s healthy growth. Huang Xiaochun, Chief Engineer of the Beijing Municipal Institute of City Planning & Design, and Li Yinong, President of the Beijing Society of Women Architects, jointly released the Association’s group standard: Guidelines for Planning and Building Child-Friendly Spaces, offering stronger scientific and systematic technical support for the development of child-friendly spaces.

The Weibo Party Committee launched the “V-View Child-Friendly City—Beijing Child-Friendly City Exploration Program,” mobilizing its resources to further promote child-friendly concepts and foster a supportive online and social atmosphere. At the conclusion of the event, the Beijing Child-Friendly Map officially debuted on the Amap app, using digital mapping technology to clearly display and navigate child-friendly spaces—making child-friendliness more accessible than ever.

The achievements showcased at this event form a “friendly tapestry” created by society at large: outstanding cases of child-friendly blocks, communities, activity bases, and children’s observation groups demonstrate the vibrancy of grassroots practice; the guidelines released by the Beijing Municipal People’s Procuratorate and the standards issued by the Beijing Society of Women Architects reflect strong system-wide collaboration; and the launch of the “V-View” initiative and the Child-Friendly Map reflect collective social commitment. Child-friendliness has truly become one of the city’s warmest defining characteristics.

Building a child-friendly city—ensuring that all children enjoy a better life—is both a hallmark of the capital’s development in the new era and a shared responsibility of society. During World Children’s Day on November 20, municipal and district authorities will jointly hold “Child-Friendly Publicity Week” and launch the “Light Up Children’s Future” initiative. Citywide screens and major transportation hubs will display child-friendly promotional videos and posters. Landmarks such as the Olympic Rings Tower and The Place will be illuminated with the message “Build Dreams with a Childlike Heart for a Friendly Beijing” and colorful lights, shining a light on children’s bright future and fostering a social consensus that prioritizes and supports children.
