Beijing Municipal Working Committee on Children and Women Hosts 2025 Training on Women and Children’s Affairs

To fully implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and the directives from the child-friendly city development training session organized by the National Development and Reform Commission (NDRC) and the Office of the State Council Working Committee on Women and Children, the Office of the Beijing Municipal Working Committee on Women and Children held the 2025 Beijing Municipal Training on Women and Children’s Affairs from November 18 to 19. The event aimed to enhance professional capacity, strengthen the performance of duties, and advance the development of a child-friendly city across the entire municipality. More than 80 representatives from district-level offices for women and children, development and reform commissions, housing and urban-rural development commissions, and planning and natural resources commissions participated.

 

The training centered on the core theme of “Child-Friendly City Development,” featuring robust content that emphasized the integration of theoretical policy with practical work.

Wu Sheng, Deputy Division Director of the Social and Cultural Development Division of the Municipal Development and Reform Commission, delivered an in-depth interpretation of the Beijing Child-Friendly City Development Plan.

Qiu Hong, Senior Engineer at the Beijing Municipal Institute of City Planning and Design, systematically explained the policies for child-friendly space construction and shared exemplary cases.

Wang Runjie, Associate Researcher at the China National Children’s Center, focused on innovative child-friendly services and implementation pathways in a thematic lecture.

Huang Tingwan, Associate Professor at Beijing University of Civil Engineering and Architecture, shared insights and comparative research on practices for leveraging urban renewal to support the development of child-friendly cities.

The training also included an exchange session, featuring Representatives from the Chaoyang District Office for Women and Children, Gucheng Subdistrict of Shijingshan District, and the Housing and Urban-Rural Development Commission of Changping District, who discussed their practical experiences and distinctive approaches in mechanism development, neighborhood construction, and urban renewal.

This training served not only as an intensive session for policy and professional development but also as a comprehensive mobilization effort to advance citywide development, build consensus, and embark on a new chapter of progress. The training emphasized that the city’s full inclusion in the fourth batch of national child-friendly city development initiatives marks a shift from “pilot exploration” to citywide implementation. All districts and departments must fully understand the contemporary significance of “citywide development,” integrate child-friendly principles into the upcoming 15th Five-Year Plan and the development plans for women and children, and strengthen top-level design and institutional safeguards.

They must focus on key tasks, diligently implement the Beijing Child-Friendly City Development Plan, promote replicable practices, and adapt measures to local contexts to cultivate distinctive models. Furthermore, it is also essential to build a broad social consensus around the principle of “children first,” innovate mechanisms for child participation, stimulate collaborative social capacity, and build a coordinated working framework featuring vertical alignment, multi-stakeholder cooperation, and shared governance. These efforts will consolidate a powerful force for driving the high-quality development of women and children’s causes in the capital.
