Beijing Municipal Working Committee on Children and Women Holds 2025 Plenary (Enlarged) Session

On December 10, the Beijing Municipal Working Committee on Children and Women (WCCW) held its 2025 plenary(enlarged) session. Xia Linmao, a member of the Standing Committee of the CPC Beijing Municipal Committee, Executive Vice Mayor, and Director of the Municipal WCCW, Beijing, attended the meeting and delivered a speech. Zeng Jin, Secretary-General of the Municipal People’s Government and Executive Deputy Director of the Municipal WCCW, presided over the meeting.

At the meeting, Zhang Yajun, Director of the Municipal WCCW Office and Chairwoman of the Beijing Women’s Federation, conveyed the key messages from General Secretary Xi Jinping’s keynote speech at the opening of the Global Leaders’ Meeting on Women. She also shared the spirit of the third plenary meeting of the National WCCW under the State Council. In addition, she reported on the progress of Beijing’s preparations for the 15th Five-Year Plan for Women and Children’s Development. Officials from the Municipal Development and Reform Commission, the Municipal Human Resources and Social Security Bureau, and the Municipal Procuratorate shared their insights and experiences.

Xia Linmao emphasized that affairs concerning women and children are a vital component of the Party’s and the state’s overall undertakings. General Secretary Xi Jinping’s personal attendance and keynote address at the opening of the Global Leaders’ Meeting on Women fully demonstrate the Party’s and government’s deep concern for and close attention to the women’s community and women’s affairs. They also provide clear guidance and fundamental principles for advancing women’s development in the new era and on the new journey. As the host city of the Global Leaders’ Meeting on Women, Beijing will thoroughly study, publicize, and implement the General Secretary’s important directives on women’s and children’s affairs, with a focus on pressing and complex issues affecting women and children. Beijing will also identify effective entry points and priorities, act with pragmatism and a strong sense of responsibility, and proactively promote the advancement of women’s and children’s affairs in the capital to a new level.

The meeting emphasized that all district committees and departments should aim for high-quality development and ensure the timely completion of all objectives outlined in the 14th Five-Year Plan for Women and Children. They should also scientifically formulate the 15th Five-Year Plan. Key objectives and tasks related to women and children should be incorporated into the citywide 15th Five-Year Plan and relevant sectoral plans. Measures should be intensified to support women’s participation in the capital’s high-quality development, promote their involvement in social governance, safeguard their legitimate rights and interests, and effectively advance their all-round development. Priority should be given to key areas that improve children’s physical and mental health, build an inclusive public service system for family education, strengthen the protection of minors in cyberspace, enhance care for children in difficult circumstances, and reinforce the prevention of juvenile delinquency through comprehensive governance, thereby effectively safeguarding minors. Mechanisms should be improved to prioritize children’s development, expand their growth spaces, increase policy support and service provision, and collectively advance the construction of a child-friendly city.

The meeting called on all district committees and departments to strengthen political guidance, fully implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, and align with the development of the capital in the new era. Women’s and children’s affairs should prioritize the high-standard preparation and implementation of the new round of women’s and children’s plans, consciously integrating them into the overall work agenda. Work coordination should be enhanced by adopting a “one integrated plan” approach, deepening collaborative efforts, and continuously improving the top-down mechanism for women’s and children’s affairs. This mechanism includes Party committee leadership, government accountability, WCCW coordination, multi-department cooperation, and society engagement. Work effectiveness should be enhanced by identifying the entry points for implementing the decisions of the CPC Central Committee, the State Council, the CPC Beijing Municipal Committee, and the Beijing Municipal People’s Government. Practical measures should be taken to address urgent and complex issues faced by women, children, and families through public facility construction and service provision. These initiatives will ensure that efforts in women’s and children’s affairs achieve tangible results.

Attendees included officials from the General Office and Research Office of the Municipal People’s Government; deputy directors, members, and liaisons of WCCWs from their respective member units; directors, deputy directors, and members of district WCCWs; and staff from both municipal and district WCCW offices.
