On March 11, Feng Ling, Vice President and Member of the Secretariat of the All-China Women’s Federation (ACWF), visited Beijing to conduct a special research trip on the integration of the 12338 Women’s Rights Protection Service into district- and subdistrict-level Comprehensive Social Governance Centers.
Feng Ling visited the Comprehensive Social Governance Center in Fangshan District and the Xincun Subdistrict Comprehensive Social Governance Center in Fengtai District, where she conducted on-site inspections to gain a detailed understanding of the centers’ operational mechanisms and the integration and implementation of women’s federation rights protection services within them. She had cordial conversations with frontline mediators handling marital and family disputes. She inquired about specific practices through which women’s federations coordinate with public security organs, procuratorates, courts, judicial administrative departments, and civil affairs authorities in areas such as information sharing and joint mediation mechanisms.
She spoke highly of the progress achieved by the Beijing Women’s Federation in promoting the integration of the 12338 rights protection services into comprehensive social governance centers and in establishing a diversified dispute resolution mechanism. These efforts, she noted, have been carried out under the strong leadership of the Municipal Party Committee and with the close attention and strong support of the Municipal Political and Legal Affairs Commission. She also fully affirmed the innovative grassroots practices in Fangshan District’s coordination mechanisms and Fengtai District’s model of “Mediation + Shared Support Space.”
Feng Ling emphasized that women’s federations at all levels in Beijing must continue to deepen the integration of the 12338 Women’s Federation rights protection service with comprehensive social governance centers. They should make full use of the platform provided by these centers to strengthen service capacity, further increase public awareness and accessibility of rights protection services, and ensure that women in need can readily obtain assistance. She called for greater digital and technological empowerment so that technological tools can better support family mediation and the identification of potential disputes, thereby enhancing early risk prevention and control.
She also urged women’s federations to make full use of the comprehensive social governance center platform to deepen interdepartmental coordination, resolve marital and family disputes at the source and at the grassroots level, and implement more practical and effective rights protection measures. Through these efforts, women’s federations can contribute to maintaining harmony and stability in the capital and to strengthening the foundations of grassroots social governance.
