BWF Holds 2026 Work Conference on Family and Children
Date:2026-3-20 16:40:03 Views:On March 17, the Beijing Women’s Federation (BWF) convened the 2026 Work Conference at the Cultural Activity Center of Beiyuan Subdistrict, Tongzhou District, aiming to thoroughly implement General Secretary Xi Jinping’s important statements on women and children as well as women’s federation work, particularly those emphasizing the importance of family, family education, and to implement the priorities outlined at the third plenary session of the 13th Executive Committee of the All-China Women’s Federation (ACWF) concerning family and children’s affairs. The conference was attended by over 50 representatives, including members from district-level women’s federations, the Women’s Working Commission directly under the CPC Beijing Municipal Committee, the Women’s Working Commission of the Beijing Economic-Technological Development Area, women’s federations of universities and internet companies, and affiliated social organizations of the BWF.

At the meeting, the Beijing Women’s Federation set out a comprehensive framework for advancing family and children’s work across the city, guided by the reform priority of “improving mechanisms that strengthen the role of family, family education, and family values in grassroots governance.” Centered on three key initiatives—promoting civility and new social norms within families, nurturing moral development among younger generations, and strengthening care and support for children’s growth—the plan establishes clear annual priorities, work programs, and target outcomes.
The meeting also provided a detailed introduction to the year-long public campaign, “The Most Beautiful Family Values Nurture All Families” Beijing Initiative, along with its implementation requirements. The campaign is structured around six thematic areas: highlighting family rules and traditions, passing on values through family letters, promoting sound approaches to family education, encouraging the adoption of positive social customs, encouraging integrity within families, and mobilizing cultural institutions and volunteers to share stories of family values. Through the identification of exemplary role models, compelling storytelling, innovative platforms, and broad-based collaboration, the initiative seeks to extend positive family values to more households and to build a strong moral foundation for grassroots governance.
During the field visit session, the Tongzhou District Women’s Federation introduced its “Small Families, Micro-Governance” program. Participants visited the Beiyuan Subdistrict Cultural Activity Center, where they observed how the district has leveraged community-based cultural venues to engage a wide range of social actors and families in grassroots governance. The visit offered valuable, practical insights for advancing the role of family-related initiatives in grassroots governance across the city.
Chen Yanping, a member of the leading Party members group and Vice President of the BWF, attended and addressed the conference. Framing her address around a deep understanding of the evolving role and mission of family and children’s work in the new era, she identified two central priorities for the year: advancing the reform task of strengthening mechanisms that integrate family-related work into grassroots governance, and formulating a new five-year plan for family education. She also called for closer coordination, stronger vertical alignment, and enhanced project-based implementation capacity, urging all stakeholders to advance the work on family, family education, and family values to a higher standard—achieving more substantive and impactful results in line with Beijing’s role as the nation’s capital.
