On the afternoon of March 31, the Beijing Municipal Women’s Federation (BWF) convened its 2026 conference on full and rigorous Party self-governance. The meeting thoroughly studied and implemented the guiding principles of General Secretary of the Communist Party of China (CPC) Xi Jinping’s important speech at the Fifth Plenary Session of the 20th Central Commission for Discipline Inspection (CCDI), as well as the key directives from the Fifth Plenary Session of the 20th CCDI and the Fifth Plenary Session of the 13th Beijing Municipal Commission for Discipline Inspection. It also implemented the requirements set forth at the Party work conference and the discipline inspection work conference of Beijing municipal organs.

The meeting reviewed the BWF’s work on full and rigorous Party self-governance in 2025 and outlined key priorities for 2026. Zhang Yajun, Secretary of the Leading Party Members Group and President of the BWF, presided over the meeting and delivered remarks.

The meeting noted that in 2025, the BWF Leading Party Members Group adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, upheld the Party’s overall leadership, and firmly fulfilled its political responsibilities. It promoted the rigorous implementation of the central leadership’s eight-point decision on improving work conduct, integrating its principles into routine work and everyday practice. Through sustained efforts to strengthen work style and conduct, the federation advanced practical initiatives that delivered tangible benefits to women, children, and families. As a result, the organization demonstrated stronger political commitment, more disciplined conduct, and greater drive and effectiveness in its work, providing solid political and disciplinary support for the high-quality development of women’s and children’s causes and BWF initiatives.

The meeting emphasized that 2026 marks the 105th anniversary of the founding of the Communist Party of China and the opening year of the 15th Five-Year Plan, making the continued advancement of full and rigorous Party self-governance particularly significant.

First, it called for deeper study and implementation of General Secretary Xi Jinping’s important speeches, more resolute execution of major decisions and arrangements of the CPC Central Committee, more effective institutional constraints on the exercise of power, and sustained efforts in combating corruption. Guided by the primacy of political Party building and the principle that “understanding Beijing begins with a political perspective,” the BWF will strengthen all aspects of Party building in line with its organizational role. With higher standards and more concrete measures, it will fully implement the primary responsibility for Party self-governance and continue advancing in depth.

Second, it stressed the need to thoroughly implement the decisions and arrangements of both the CPC Central Committee and the Beijing Municipal Party Committee on full and rigorous Party self-governance. It called for accurately grasping the mission and tasks of Party building and clean governance in government organs in the new era, reinforcing political responsibility, and giving full play to the leading role of Party building. It also emphasized deeper integration between Party building and business operations, ensuring that high-quality Party building effectively supports the high-quality development of BWF work.

Third, it highlighted the importance of education in establishing and practicing a correct outlook on political achievements, adhering to the principle of serving the people and delivering tangible benefits. Centered on women’s contributions to the 15th Five-Year Plan, the federation will better meet the aspirations of women, children, and families for a better life. Focusing on implementing the Women and Children Development Plan during the 15th Five-Year Plan period, it will further advance the “Five Key Initiatives” and deliver the “Six Practical Projects,” continuously improving the effectiveness of its work. Through these efforts, it aims to unite and lead women to contribute to a strong start to the 15th Five-Year Plan.

Representatives from the Discipline Inspection and Supervision Team of the Municipal Commission for Discipline Inspection and the Municipal Supervisory Commission, stationed at the Municipal Federation of Trade Unions, attended the meeting to provide guidance. Also in attendance were members of the BWF Leading Party Members Group, bureau-level officials, all Party members and cadres from the sub-center, and heads of affiliated public institutions.
