Beijing Women's Federation

The 20th National Congress of the Communist Party of China (CPC) and the 13th CPC Beijing Municipal Congress will be held this year. In accordance with the decisions of the CPC Central Committee and the arrangements of the CPC Beijing Municipal Committee and the All-China Women's Federation (ACWF), Beijing Women's Federation (BWF) launched a mass publicity and education campaign in a special work plan themed with "women following the Party and greeting the 20th CPC national congress." The work plan is to be earnestly implemented by all district-level women's federations, working committees on women in all departments directly under the Beijing Municipal Party Committee, functional departments and public institutions of the BWF, the working committees on women in the Beijing branches of all non-Communist parties, and social organizations for women in the city. 

The work plan adheres to the guidance of Xi Jinping Thought on Socialism with Chinese characteristics for a New Era, fully implement the guiding principles from the 19th CPC National Congress and the plenary sessions of the 19th CPC Central Committee, follow the arrangements of the ACWF and the Publicity Department of the CPC Beijing Municipal Committee for the organization of a mass publicity and education campaign themed with "making contributions to national rejuvenation." The plan urges to carry forward the great founding spirit of the Party, focus on setting the stage for the 20th CPC National Congress with concrete actions, take the promotion of Beijing's development as the overarching principle, and promote the spirit of the Beijing 2022 Winter Olympics.

Under its theme as stated above, the work plan underscores the learning of thoughts, making new achievements, doing practical work and the pursuit of common goals. It will make relevant activities more politically oriented, advanced and popular among the public, highlight the features of the women's federations, women and families, kick off a wide range of theme activities and guide women to acquire a deep understanding of the decisive significance of the establishment of both Comrade Xi Jinping's core position on the CPC Central Committee and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It will also boost awareness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership while staying confident in the path, the theory, the system, and the culture of socialism with Chinese characteristics. In addition, the work plan will firmly recognize Comrade Xi Jinping's core position on the CPC Central Committee and in the Party as a whole and uphold the CPC Central Committee's authority and its centralized, unified leadership, show full support to the Party in the building of a modern socialist country, consolidate the ideological foundation of the women of Beijing in following of the leadership of the Party, and set the stage for the 20th CPC National Congress by demonstrating their outstanding achievements.

The work plan stresses publicity and guidance in using creative theories of the Party to lead women. It will take the study, publicizing and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its primary political task, give full play to the functions of all media resources held by women's federations in showcasing the latest theoretical achievements made by the CPC and help women fully understand important speeches by General Secretary Xi, and expound his profound affection for the people. It urges efforts to comprehensively reflect the historical achievements attained by the Party and the nation, the achievements of epidemic control and economic and social growth and the development of women's cause in the new era and to closely rally women around the Party.

The work plan stresses women’s historical achievements and bright future to bolster their morale. It focuses on the roles of Beijing, take women's perspectives into account while aligning with national development strategies and integrate wellbeing of the general public with the realization of the Chinese dream of national rejuvenation. It encourages women’s federations and women organizations to demonstrate the happiness of women and their families, the protection of the lawful rights and interests of women and the bright prospect of their lives through real changes and achievements, and guide women to channel their gratitude to the Party, General Secretary Xi and the new era with concrete actions and contributions.

The work plan stresses publicizing models to bolster women’s morale. Women’s federations should make better known the inspirational stories and deeds of outstanding women Party members, public servants, recipients of the March 8th Red-Banner Pacesetters and Most Beautiful Families, as well as other role models, and call on all women to follow the models in the cultivation of good social practices.  Women's strength should be gathered in realizing the development goals outlined by the upcoming 20th CPC National Congress.

In its publicity and education campaign, the work plan calls on cadres of women's federations to keep the people-centered principle in mind. All cadres, executive members and part-time cadres of women's federations should constantly improve their political judgment, understanding and execution and strengthen their personal sense of responsibility. They should take the process of implementing the publicity and education campaign as an effort to adhere to the leadership of the Party, follow the key instructions of General Secretary Xi and thoroughly carry out the decisions and policies of the CPC Central Committee and the CPC Beijing Municipal Committee. The implementation of the campaign is also a practice of sticking to the people-centered development approach, responding to the concerns of women and taking serving and connecting women as the lifeline of their daily work. Under the leadership of the CPC Beijing Municipal Committee and the ACWF, the cadres should serve the overall situation and promote women’s development and achieve concrete results from the publicity and education campaign to welcome the convocation of the 20th CPC National Congress.

According to the work plan, the mass publicity and education campaign will include the following nine activities.

1. Carry out publicity activities themed “women following the Party and greeting the 20th CPC National Congress"

Women's federations at all levels should set up special pages on their websites and use their accounts on various media platforms to promote the mass publicity and education campaign, covering inspirational figures, produce a series of promotional videos featuring the contributions made by women to the building of a modern socialist country, highlight the progress made by the municipal Party committee and government in the implementation of national policies on gender equality, and review the achievements of the work on women and children and women's federations over the past five years.

Cadres and executive members of women's federations at all levels in Beijing will be organized to read and share, through a virtual event, their understanding of major discourses by General Secretary Xi upon the work of women and children and help ordinary women from all walks of life master the essence of his original addresses and publications.

Reporters from China Women's News and other media outlets will conduct interviews among ordinary people and cover the remarkable improvement of women and children's lives in Beijing since the 18th CPC National Congress (held in 2012).

2. Hold a series of public lectures on the theme “women following the Party in new journey, making achievements in new era”

From late April to the opening of the 20th CPC National Congress, women's federations at all levels will organize various women volunteers’ lecture teams composed of sci-tech workers and role models in the promotion of good family traditions to give lectures, illustrating the profound essence of core socialist values through typical cases. The lectures will be recorded and the videos will be broadcast in live-stream platforms and social media accounts of women’s federations.

Speech competitions will be held among women staff members from government departments and agencies, especially from the posts offering services directly to the public, to share their personal stories about their experiences and affection for the country.

3. Publicize exemplary stories of outstanding women on multiple fronts

The mass publicity and education campaign will leverage all media resources available to cover the inspirational stories of outstanding women in frontier fields such as artificial intelligence, block chains, brain science and quantum computing, the building of Zhongguancun Science City, Huairou Science City, Future Science City, the Beijing Economic-Technological Development Area and the National Center for Science & Technology Innovation, the commercialization of scientific and technological findings, and the utilization of science and technology in epidemic response.

The campaign will give full play to the demonstrative and leading role of outstanding women, open special columns on model workers, publicize the exemplary stories of recipients of the National March 8th Red-Banner Pacesetters (individuals and groups), Beijing Outstanding Women Strivers and other role models, visit and extend assistance to heads of former women's councils for national salvation, veteran women Party members and those who have made historical contributions to the development of women's affairs.

4. Promote revolutionary family traditions

The mass publicity and education campaign will kick off a month-long publicity activity to demonstrate the latest achievements made by Beijing in the promotion of family building, family education and good family traditions, carry out the “looking for most beautiful families” campaign, organize awarded families to share their stories, and encourage more families to follow their examples.

Other parallel activities will be held to guard against corruption, incorporate the cultivation of fine family traditions in the improvement of Party, government, and social conduct. Exhibitions on traditional Chinese culture connected with family tradition will be held and virtual exhibition halls on family tradition will be built. Seminars on the culture of family tradition will be held to explore rich resources of traditional family traditions. A series of lectures on revolutionary family traditions, and good family culture promotion activities will be held during holidays and festivals.

5. Organize themed education activities for children and teenagers

A special publicity activity will be launched to promote the building of Beijing as a child-friendly city in celebration of International Children's Day. Women's federations at all levels will make good use of family growth centers and community-level parents’ schools, build online education service platforms and produce publications on family development. They will also make special curricular arrangements for parents’ schools, produce a series of online courses, focus on the annual family education theme “Dream, Together for a Shared Future," and facilitate the implementation of national policies on easing the burden of excessive homework and off-campus tutoring for students.

Women's federations at all levels will organize popular parent-child reading activities, promote the thorough implementation of core socialist values, hold parent-child sports meetings to carry forward the spirit of the Beijing 2022 Winter Olympics and promote the comprehensive development of children and teenagers.

6. Hold learning and experience activities

Women's federations at all levels will fully leverage various resources including grassroots centers for the promotion of ethical and cultural progress in the new era, national women's patriotism education bases, memorial halls and former revolutionary sites, especially revolutionary resources and 26 municipal-level training centers for Party members in the capital city, to organize practical learning and experience activity. They will recommend candidate places in the selection of national women's patriotism education bases, and carry out precise demonstration activities.

BWF will organize study groups and study camps of Marxism among youth to focus their learning on the upcoming 20th CPC National Congress and guide women's social organizations in the exercise of their positive roles in social governance at the grassroots level during the preparation for the opening of the 20th CPC National Congress.

7. Promote “women making achievements” series activities

Women's federations at all levels will organize the selection of women role models on multiple fronts in Beijing, create platforms for sci-tech workers in Beijing, Tianjin and Hebei to strengthen their exchanges and cooperation in scientific and technological innovation and encourage them to be pacesetters in scientific and technological innovation in the new era. Federations will deepen and expand the Women's Action in Scientific and Technological Innovation — Beijing Action initiative, implement a special program on enlarging the presence of women in scientific and technological circles, and helping women sci-tech workers become leading talents. The women’s forum under the Zhongguancun Forum will be held for high-caliber women scientists from home and abroad to exchange and showcase their strengths in frontier technologies.

8. Promote sustainable utilization of the legacy of the Beijing 2022 Winter Olympics

Women's federations at all levels should fully understand the important instructions made by General Secretary Xi upon the utilization of the legacy of the Beijing 2022 Winter Olympics and carry forward the spirit of the Beijing 2022 Winter Olympics. They will review the valuable experience from the four parallel actions that united women in Beijing to take part in the Olympic Games and use the experience to get women and their families actively involved in ice and snow sports and physical exercises. The achievements made in the building of a civilized society during the preparation of the Beijing 2022 Winter Olympics should be consolidated, and women, their families and women volunteers should be encouraged to continue to contribute for the development of Beijing as the world's first “dual-Olympic city.”

Women's federations at all levels will continually press ahead with the empowerment of women through the Winter Olympics, create more development opportunities for micro, small and medium-sized enterprises (MSMEs) founded and operated by women, assist “Beijing Smart Ladies,” or skilled craftswomen in Beijing, in the protection and inheritance of cultural heritages and in the enhancement of their creativity, raise the added value of cultural products related to the Winter Olympics and ice and snow sports. Federations will encourage women as well as their families to fully utilize cultural resources of the Winter Olympics around them, visit relevant venues and cultural plazas.

9. Provide practical services to women

Women's federations at all levels will fully utilize the good mechanisms formed in the campaign of providing practical services to women and continue to extend assistance to special groups such as pregnant and lying-in women, the families of primary and secondary school students, impoverished women and children, the elderly living alone and single-parent families. Federations will carry out the Spring Bud Program — Dream for Future: Beijing Action, and implement multiple key projects which cover the education services for girls, family education guidance, and the safety and health of children and the all-round development of children.

Women's federations at all levels will make a thorough implementation of the Women’s Health Initiative and collaborate with health departments in breast and cervical cancer screening and long-term physical check-ups for women. They will bring cultural, sci-tech and medical services to grassroots women through women's activity centers, grassroots centers for the promotion of ethical and cultural progress in the new era and national women's patriotism education bases, and they will roll out an initiative to support innovative projects serving women, children and families under the BWF charitable partnership initiative, which aims to rally the strengths of social organizations for the development of women and children's affairs.

In the work plan, a four-point proposal is made concerning the implementation of the mass publicity and education campaign.

First, women's federations at all levels should stick to the right political direction and a practical development approach, promote positive social energy, pass on the love for the Party, country and socialism inspired by the centenary of the Party, bolster the morale of women and their families as contributors in the journey of building a modern socialist country in all aspects. Second, women's federations at all levels should go to communities, take creative, diversified, online and offline approaches, and use popular, easily-accepted ways to promote the participation of women and expand the coverage of the mass publicity and education campaign. Third, women's federations at all levels should highlight key points, integrate the implementation of the mass publicity and education campaign into daily work and ensure that various activities are held in each month of the year. Fourth, women's federations at all levels should strengthen their leadership, specify targets and responsibilities, stress coordination and planning, collaborative development and the guidance of the grassroots level. While implementing the campaign, the practice of favoring form over substance and extravagance must be opposed, and the security management of activity venues and the prevention and control of COVID-19 should be strengthened.
