Women's Federations in Beijing Carry Out Law Popularization Campaign Among Rural Women

The activities are aimed to spread legal knowledge closely related to women's daily life and provide rights protection services, enhance legal awareness and rights protection capabilities of grassroots women, nurture a positive social environment that shows due respect to women and full love to children, and pool the strength of women toward the building of the capital city into a national demonstration area for the rule of law.
Coordinate Social Resources Available to Promote Law Popularization
The BWF has incorporated the work of law popularization amongst women in rural areas into the implementation of the country's eighth five-year plan (2021-2025) on improving legal awareness and taken into account actual conditions of the capital city in the expansion of the publicity coverage and cooperation scale. A circular has been jointly released by the BWF and other five municipal departments to fully fulfill their obligations, leverage resources available, strengthen collaboration, integrate publicity resources, expand publicity channels and work together in the implementation of the thematic campaign on further enhancing rural women's legal awareness. The sub-district-level women's federations have guided both village and community-level residential committees across the capital city to convene five categories of publicity activities and hold law popularization activities among women and children.
Innovation in Building Diverse Law Popularization Brands
Women's federations at all levels have given priority to brand building, and founded a series of publicity brands with creative manners, rich contents and distinctive characteristics. Xicheng District Women's Federation has worked with local publicity and justice departments in spreading legal knowledge amongst the public and further enhancing their legal literacy in a move to build a law popularization mechanism with the participation of all social sectors and promote social stability through family harmony. Daxing District Women's Federation has incorporated an action plan on strengthening capacity building of women's federations' cadres in protecting the lawful rights and interests of women into the organization of knowledge competitions so as to help cadres better meet the expectations of grassroots women and resolve specific problems in their lives. Huairou District Women's Federation has paired up with the district's court to organize lectures, which underscore the laws on protecting women's legal rights and interests and fighting against domestic violence and provide consultation services to women. Mentougou District Women's Federation has cooperated with local justice bureau on the dissemination of marriage and family-related contents from the Civil Code toward residents. Tongzhou District Women's Federation has combined rights and interests protection work with work on family-related affairs, held month-long safe family-building activities in collaboration with local court and procuratorate, and spread positive family-oriented philosophies.
Stress Quality, Efficacy in Promoting Women-Centered Law Popularization
During the activities, many workers have visited grassroots women, spoken with them about legal knowledge, responded to their questions, and made full use of promotional videos, posters and other materials in the dissemination of legal knowledge at the grassroots level. The women's federations of Beixiaguan and Shuguang sub-districts in Haidian District have combined the month-long Civil Code publicity campaign with women-oriented law popularization activities in rural areas, and distributed various types of materials concerning the Civil Code, which comprised legal interpretation and case analyses, to help grassroots women gain a better understanding of legal knowledge. Together with the departments of public security and education, women's federations at all levels in Miyun District have held over 100 sessions of education and publicity activities, which are themed with the prevention and control of drowning, human trafficking, sexual harassment, campus bullying and domestic violence, benefiting about 30,000 minors and their families. The women's federation of Beigong Township in Fengtai District has worked closely with the township-level justice department and people's congress in the organization of interactive games at a plaza to publicize the Civil Code.
Twenty-five township and sub-district women's federations in Shunyi District have organized cadres, volunteers and marriage/family dispute mediators to attend a lecture on the collection of evidence toward domestic violence to help them better resolve domestic violence cases.
The women's federations of Chengguan Sub-district and Hongsi Village in Fangshan District have given full play to the resources of local lawyers associations in helping the public solve common problems and better manage their family and marriage affairs. Changping District Women's Federation has invited legal professors to hold open classes on marriage and family in Huoying Sub-district and Shisanling Township among local women volunteers and other women. Shijingshan District Women's Federation has visited elderly people in Pingsi residential community of Pingguoyuan Sub-district and responded to the questions about the protection of their lawful rights and interests in a drive to resolve marriage and family disputes from the beginning and at the grassroots level.
In the next step, women's federations at all levels across the capital city will continue with the law popularization campaign, adopted offline and online channels to promote its social influence, foster the concept of the rule of law amongst women, and nurture a positive social environment for the high-quality development of the capital city.
