BWF Convenes Second Session of 15th Executive Committee

On February 18, the Beijing Women’s Federation (BWF) convened the second session of its 15th Executive Committee. Focused on studying and implementing General Secretary Xi Jinping’s key directives on women, children, and the work of women’s federations, along with the guiding principles of his key directives specific to Beijing, at the session, attendees reviewed the resolutions of the sixth plenary session of the 13th Beijing Municipal Committee of the Communist Party of China (CPC) and the third session of the 13th Executive Committee of the All-China Women’s Federation (ACWF), assessed BWF’s work in 2024, and outlined its key priorities for 2025.

On behalf of BWF’s Standing Committee, Zhang Yajun, Secretary of the Party Leadership Group and President of BWF, delivered a work report titled Fully Implementing the Guiding Principles of the Third Plenary Session of the 20th CPC Central Committee: Uniting and Guiding Women to Contribute Women’s Strength to the High-Quality Implementation of the 14th Five-Year Plan and Advancing Beijing’s Chinese-Style Modernization. Pansy Ho Chiu-king, Standing Committee Member of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), and Luo Ping, Executive Committee Member of the CPPCC National Committee, traveled to Beijing to attend the session. Beijing-based members of the ACWF Executive Committee and heads of various women’s federations were also invited to participate.

Over the past year, women’s federations at all levels across Beijing have adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Under the strong leadership of the Beijing Municipal Committee and the ACWF, they have prioritized the capital’s development in the new era and focused on delivering tangible, accessible, and impactful initiatives for women, children, and families. United as one, they have strengthened their leadership, services, and outreach, achieving significant breakthroughs, demonstrating progress, and making notable advancements.

 

The session emphasized that women’s federations at all levels across the city must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the guiding principles of the 20th CPC National Congress, as well as the second and third plenary sessions of the 20th CPC Central Committee. It also called for the thorough implementation of General Secretary Xi Jinping’s key directives on women, children, and the work of women’s federations, along with the guiding principles of his key directives specific to Beijing.

Additionally, women’s federations must deepen their understanding of the decisive significance of the “Two Establishes” and firmly uphold the “Two Upholds.” Guided by the overarching goal of advancing the capital’s development in the new era, they should strengthen their political role, uphold their progressive nature, and remain committed to serving the people. This requires adhering to the Party’s overall leadership, reinforcing ideological and political guidance, strengthening connections with and services for women, and advancing reforms within women’s federations. They must also safeguard women's political security and unite and mobilize women to contribute their strength to the high-quality implementation of the 14th Five-Year Plan. These efforts will help lay a solid foundation for the 15th Five-Year Plan and advance Beijing’s Chinese-style modernization forward.

 

During the session, women’s federations at all levels across the city were urged to align their efforts with the decisions and directives of the CPC Central Committee, maintaining a strong sense of responsibility and precision in executing and enhancing their work. They are expected to fully commit to the “two major tasks,” advance the “four reform tasks,” and expand and deepen efforts in the “five initiatives,” while continuing to effectively manage “six practical matters.” They should also stay innovative on the basis of what has worked in the past and strive for greater efficiency and impact in the following ten areas:

1. Follow science-based guidance and make new achievements in deepening, internalizing, and applying Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.

2. Strengthen internal unity and make new achievements in guiding women to remain steadfast in their commitment to the Party.

3. Support high-quality development and make new achievements by mobilizing women to contribute to Beijing’s Chinese-style modernization.

4. Improve working mechanisms and make new achievements to strengthen community governance through families, family education, and positive family traditions.

5. Capitalize on this pivotal period of transition to make new achievements in coordinating the development of women, children, and families with broader economic and social development.

6. Leverage institutional strengths and make new achievements in further advancing the legal protection of women and children’s rights and interests.

7. Prioritize addressing the most pressing issues affecting women, children, and families.

8. Fully support the Global Summit of Women and make new achievements in fostering people-to-people exchanges among women in the new era.

9. Tackle structural weaknesses and make new achievements in further advancing reforms within women’s federations.

10. Adhere to the Party’s overall leadership and make new achievements in comprehensively strengthening Party building within women’s federations.

The attendees actively engaged in discussions, openly sharing their insights on the theme. They unanimously reaffirmed their commitment to fulfilling their responsibilities, remaining dedicated to their roles, and carrying out their duties with diligence, mindful of the trust placed in them. As executive committee members, they also pledged to embrace their new missions and demonstrate their leadership, service, and ability to connect with women, children, and families, striving to address their needs through practical solutions.

The session reviewed and approved the Resolution on the Report of the Second Session of the 15th BWF Executive Committee (Draft) and the Work Rules of the 15th BWF Executive Committee. It also appointed substitute members to the 15th BWF Executive Committee.

 

Prior to the session, the first meeting of the 15th BWF Standing Committee was convened, during which relevant agenda items were adopted, and the Work Rules of the 15th BWF Standing Committee Meeting was reviewed and approved.

 

After the session, a training was conducted for the members of the 15th BWF Executive Committee. Zhang Yajun delivered a special lecture titled Fully Implementing the Guiding Principles of the Third Plenary Session of the 20th CPC Central Committee and Advancing High-Quality Development of Women’s Initiative in Beijing in the New Era and on the New Journey. She also outlined key work requirements to help executive committee members better fulfill their roles and responsibilities.

Yin Detin, Vice President of the Party School of the CPC Beijing Municipal Committee, gave a special lecture titled Studying and Implementing the Guiding Principles of General Secretary Xi Jinping’s Key Directives on Beijing and Advancing the Capital’s High-Quality Development. At the forum, four members of the BWF Executive Committee were invited to speak, sharing recent progress and achievements in their respective fields, and reflecting on their responsibilities as committee members. Their discussions demonstrated a strong sense of duty and commitment within women’s federations, as well as their dedication to progress and hard work.
