On May 26, the 4th Session of the 15th Executive Committee of the Beijing Women’s Federation (BWF) was held. The session thoroughly studied and implemented the guiding principles of the 20th National Congress of the Communist Party of China (CPC) and the previous plenary sessions of the 20th CPC Central Committee. It fully implemented General Secretary Xi Jinping’s important expositions on women, children, and women’s federation work, as well as instructions of General Secretary Xi Jinping in his important speeches on Beijing. The session also implemented the requirements of the 8th and 9th Plenary Sessions of the 13th Beijing Municipal Committee of the CPC and the 4th Session of the 13th Executive Committee of the All-China Women’s Federation (ACWF), summarized the work carried out since the beginning of 2025, and outlined key tasks for the next stage. Zhou Zhijun, Secretary of the Leading Party Members’ Group and President of the BWF, delivered a work report. Zhao Hongwei, Deputy Secretary of the Leading Party Members’ Group, Vice President, and First-level Inspector of the BWF, presided over the session.

The session noted that, under the strong leadership of the Beijing Municipal Committee of the CPC and ACWF, women’s federations at all levels in the city adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implemented the guiding principles of the 20th National Congress of the CPC and all previous plenary sessions of the 20th Central Committee, and thoroughly implemented General Secretary Xi Jinping’s expositions on women, children, and women’s federation work, the spirit of his keynote speech at the Global Leaders’ Meeting on Women, and instructions of General Secretary Xi Jinping in his important speeches on Beijing. They successfully completed the service and support tasks for the Global Leaders’ Meeting on Women, earnestly fulfilled their functions of guidance, service, and connection, further deepened the reform of women’s federations, and promoted innovative development in the cause of women and children in Beijing while upholding fundamental principles and breaking new ground.

The session emphasized that executive committee members of the BWF and women’s federations at all levels throughout the city should take the development of the capital in the new era as the overarching guide, focus on women’s contributions during the 15th Five-Year Plan period as their main work, and use the deepening of women’s federation reform as a driving force. They should consolidate the achievements of the “Five Actions,” improve the quality and effectiveness of the “Six Practical Matters,” and unite and lead women in Beijing to contribute their strength of the “half the sky” to ensuring a successful start to the 15th Five-Year Plan period.

The session further stressed six key requirements:

1. firmly grasp the primary political task of studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to make ideological and political guidance for women more precise and effective;

2. firmly grasp the theme of the capital’s high-quality development to inspire women to make new achievements with greater initiative and dedication;

3. firmly grasp the important strategy of investing in people to promote more coordinated and integrated development of women, children, and families alongside the capital’s economic and social progress;

4. firmly grasp the reform task of improving the social governance system to further advance the cultivation of family values, family education, and family traditions more substantively and practically;

5. firmly grasp the basic functions of women’s federations to enable the protection and care for the rights and interests of women and children more warmly and effectively;

6. firmly grasp the need to enhance political consciousness, advanced nature, and mass orientation to strengthen Party building and promote more solid and effective reform and development of women’s federations.

The session called on executive committee members of the BWF to strengthen political loyalty, consolidate ideological consensus, and ensure that learning, reflection, and practice produce tangible results, thereby generating strong intellectual momentum. They were urged to proactively fulfill their duties and responsibilities, promote the development of women’s and children’s causes, broaden their approaches to work, and improve work quality and efficiency by contributing ideas and expertise. They were also encouraged to maintain a people-centered commitment, address the urgent concerns and practical difficulties faced by women, and carry out work that truly resonates with the people, thereby continuously consolidating the mass foundation of the Party’s governance among women. In addition, they were called upon to leverage the strengths of coordination and connection, unite and collaborate closely, and mobilize resources and strengths from within and outside the system to jointly create a new landscape for the high-quality development of women’s and children’s causes in Beijing.

At the session, Zhou Zhijun was elected President of the 15th Executive Committee of the BWF, and eight additional members were elected or appointed to the 15th Executive Committee of the BWF.

Prior to the session, Zhao Hongwei presided over the 3rd Standing Committee Meeting of the 15th Executive Committee of the BWF, at which the relevant agenda for the session was approved.
