Women, Children and Family-related Affairs Included in Key Document Outlining Tasks for Promoting Rural Revitalization

The 20th "No. 1 central document," jointly released by the Communist Party of China (CPC) Central Committee and the State Council, called for enhanced efforts to stabilize production and ensure the supply of grain and important agricultural products; boost the construction of agricultural infrastructure; strengthen support for agricultural science, technology and equipment; consolidate and expand the achievements in poverty alleviation; and to promote the high-quality development of rural industries. The document also highlighted tasks needed to broaden channels for farmers to increase their incomes; to solidly promote the building of a beautiful and harmonious countryside that is desirable to live and work in, to improve the rural governance system led by Party organizations, and to strengthen policy guarantees, and structural and institutional innovation.
The document noted that the most arduous and heavy task of building a modern socialist country in all respects still lies in the countryside. With the accelerated evolution of global changes on a scale unseen in a century, China's development has entered a period of coexistence of strategic opportunities, risks and challenges, with increasing uncertainties and unpredictable factors, the document said, adding that it is extremely important to maintain the bedrock of "agriculture, rural areas and farmers" in a solid and healthy manner, as there is no room for error.
The CPC Central Committee believes that it is necessary to unremittingly consider solving the "agriculture, rural areas and farmers" problems as the top priority of the whole Party's work, and give full play to the efforts of the whole Party and society to comprehensively promote rural vitalization and accelerate the modernization of agriculture and rural areas, according to the document.
The document emphasized that the country must firmly hold the bottom lines of guaranteeing China's grain security and ensuring no large-scale return to poverty. efforts to promote rural development, construction and governance, accelerate the building of a strong agriculture, and develop rural areas into places that are comfortable and beautiful to live in and fit for work.
The country will intensify the development of new rural services, push for the building of county-level commercial systems; foster catering, shopping, culture and sports, tourism, caring services for children and the elderly, and information intermediary services; grant farmers more adequate property rights and interests; consolidate and expand achievements in the reforms of the rural collective property rights system; build an operating system that clearly defines ownership, supports scientific governance and stable business operation, and ensures reasonable income distribution; pilot such schemes as integrated resource disposal, the lease of property management, intermediary services and asset-based equity participation; strengthen the supervision of rural collective assets, and safeguard the lawful rights and interests of women in rural collective economies.
The document said that a good job must be done on the prevention and control of COVID-19 in rural areas and medical care for the rural elderly, young, sick, disabled, pregnant and other key groups must be boosted, so that health of rural residents and normal order for their production and life can be safeguarded to the greatest extent. It urged to optimize the review and approval procedures for the application of a subsistence allowance and ensure that social security nets provide support and assistance to everyone in need. Social work services should be boosted in rural areas. The building of rural regional elderly-care service centers should be accelerated to promote day care, elderly care featured with mutual assistance and canteen services for elderly people. The country will carry out a campaign to enhance rural women's quality and literacy and will strengthen the protection of the lawful rights and interests of rural minors, beef up social security and caring systems for people with disabilities in rural areas, and grant more care to those with mental diseases.
The document stressed that the country must improve the efficiency of rural governance. The country will continue carrying out campaigns to crack down on gambling and other illegal activities in rural areas and taking strict action on any crimes against women and children's rights and interests. Efforts should be made for progress in rural cultural-ethical advancement and to publicize core socialist values and guide rural residents to follow the leadership of the Party. Work on promoting good family values, family education and family building should be highlighted and local authorities are encouraged to formulate codes of practice to abandon outdated social mores and nurture civil social norms of conduct based on local situations; the role of village rules, agreements among villagers should be stressed and Party members and cadres should take the lead in obeying the rules and agreements. Special actions should be taken to solve key problems in key sectors, such as the practices of excessive spending on dowries and extravagant and wasteful wedding ceremonies. The reform of rural funeral practices should be carried out. The country will step up efforts in cultivation of rural talents and carry out a scheme to give talent support for rural revitalization by organizing talents from the sectors of education, health, technology, culture, social work and cultural-ethical advancement to work at grassroots level and cultivating talents that are urgently needed for local work. The Women’s Action for Rural Revitalization Campaign and the Young Talent Development for Rural Revitalization Campaign will be carried on.
According to the Office of the Central Rural Work Leading Group, the country will comprehensively implement the guiding principles of the 20th CPC National Congress; fully act on important discourses made by General Secretary of the CPC Central Committee Xi Jinping on the work related to agriculture, rural areas and rural people; carry out a rural revitalization responsibility system to ensure the full implementation of all set tasks and objectives; make new progress in the advancement of rural revitalization, and guarantee a good start for further bolstering the strength of the agricultural sector.
