On the occasion, there will be 690 official representatives attending the congress, an increase of 50 people from last year.

The level of women's political participation in Beijing has risen dramatically in recent years. According to data revealed by Zhou Zhijun, vice president of Beijing Women's Federation and news spokesperson, the ratio of female representatives in the 18th National Congress of the Communist Party of China (CPC) is 39.7 percent; the ratio of female deputies in the 11th Beijing CPC Congress, the 14th Beijing Municipal People's Congress and the 12th National Committee of the Chinese People's Political Consultative Conference (CPPCC) are respectively 39.5 percent, 33.3 percent and 31 percent; the objective of changing the rules to allow rural women to become members of village CPC branch committee and villagers' committees has been realized; and the objective of ensuring that female cadres are represented at all levels of leadership in Beijing has also been realized. All of this means that Beijing tops the list of women's participation in politics across the country.

Founded in November 1949, the Beijing Women's Federation is a mass organization of ethnic women from all walks of life in Beijing, as well as the local organization of the All-China Women's Federation (ACWF). Its fundamental function is to contact with and service the masses of women, represent and safeguard the rights and interests of women and promote equality between men and women. The highest organ of power of the ACWF is its All-China Conference of Women Representatives, which is held every five years.
